How to apply for cultural relics entry-exit inspection

In order to protect historical and cultural relics, the Chinese government has established a State Cultural Relics Entry-Exit Inspection Institution (hereinafter referred to as “the Institution”) in each major city. The one in Tianjin is:

In order to bring in a privately owned cultural relic into China, a temporary entry permit is required. Please follow these procedures to obtain the required entry permit and eventual exit permit. Prepare 5 pieces of 5-inch colour photographs of the cultural relic.
1. During entry, make a declaration at the Customs Office. The office will issue to you Customs letter in a sealed envelope and a sealing strip shall be applied onto the cultural relic’s container.
2. Bring the 5 pieces of 5-inch colour photographs of the cultural relic, the sealed Customs letter and the cultural relic, with the sealing strip intact, to register at the Institution. A special sealing wax stamp would be applied onto the cultural relic after inspection.
3. Upon approval, a temporary entry permit would be issued for the cultural relic to stay in China for no more than six months.
4. Before exiting China, a Cultural Relics Exit Certificate from the same Institution is needed. Bring the cultural relic to the Institution with the former sealing wax stamp intact to apply for it.
In order to bring cultural relics or its copies, purchased in China out from China, before packing and Customs declaration, exit inspection is needed at the Institution and a Cultural Relics Exit Certificate obtained. Without an exit certificate from the Institution, the Customs will confiscate any exit-prohibited cultural relics or its copies.
The first step is to fill out a Cultural Relics Exit Inspection Registration Form. The form can be downloaded from the official website of the State Cultural Relics Bureau or obtained from the Institution. The cultural relic and the carrier’s passport shall be presented to the Institution. The relic carrier and the exiting person shall be the same person. In case the cultural relic is not convenient to be brought to the Institution, the staff of the Institution can be invited to do the inspection on site where the relic is stored. 3 pieces of 5-inch colour photographs of each cultural relic are required.
The following cultural relics are prohibited from exiting:
1. All the cultural relics made during and before 1911 (including 1911);
2. All the cultural relics, with certain historical, artistic and scientific value, made during and before 1949 (including 1949.);
3. All the typical minority cultural relics made during and before 1966 (including 1966);
4. All the furniture, made of yellow rosewood, red sandalwood, ebony, chicken wing wood and merbau, made during and before 1949.
Besides providing entry and exit inspection services, the Institution also provides cultural relics consultation services daily.
